We the People of these Islands

We, the citizens of these islands, in common purpose and by our own consent, do ordain and propose this Constitution as the bedrock of the Technodemocratic Republic of the United Kingdom — that power may flow upward from the people, that evidence may govern in place of edict, and that no article herein shall be set in stone save by the agreement of three quarters of our number.

  1. I.

    Sovereignty of the Citizen

    All lawful authority derives from the verified citizen. No assembly, office, or instrument of state shall exercise power beyond that which is, openly and revocably, delegated by the people.

    Evidence over Ideology

    Public decisions shall be informed by data drawn from sources democratically ratified at their adoption. Where the evidence is contested, the disagreement itself shall be made public.

  3. III.

    Right to Deliberate

    Every citizen shall have the right to propose, to debate, and to vote upon the law. Deliberation shall precede legislation in every chamber of the Republic.

  4. IV.

    Targets, Openly Set

    The Republic shall set measurable national targets, reviewed annually and voted upon directly by the citizens to whom their consequences fall.

  5. V.

    Modelled Consequences

    No policy shall be ratified without a published model of its projected impact upon the national metrics, that the people may judge its likely effect before they consent to its enactment.

  6. VI.

    Amendment by Supermajority

    No article of this Constitution shall be set in stone. Any article may be amended, or this Constitution as a whole replaced, upon the affirmative vote of three quarters of the participating electorate, and not otherwise.

  7. VII.

    Right to be Forgotten, Right to be Counted

    The personal data of the citizen is sovereign to the citizen. Statistical participation shall be universal and anonymous by default.
